Background

Muswellbrook Shire Council (MSC) is working towards enhancing the maturity of its asset management framework to improve planning, decision-making and overall service delivery. To address specific challenges in asset management, MSC engaged NSW Public Works (NSWPW) to conduct a comprehensive Asset Management Maturity Assessment (AMMA).

NSWPW collaborated with MSC to develop a tool for assessing their maturity across key functional areas and identifying improvements. The tool is specifically designed as a cost-effective solution for resource-limited councils.

The assessment will support MSC in aligning its practices with the NSW Integrated Planning & Reporting (IP&R) framework and ISO 55000 standards.

Our role

The AMMA tool empowers clients to take control of the maturity assessment process. While NSWPW supports our clients throughout the process, the tool is designed to be an easy-to-use and cost-effective questionnaire.

NSWPW offers two variants of assessment, developed and suitable for different levels of asset management maturity. Our ‘LITE’ version is suitable for developing councils, while our ‘FULL’ version offers a more exhaustive review  and is suitable for mature organisations.

NSWPW worked with MSC to determine the most appropriate AMMA variant and provided both the tool and support to conduct the assessment, ensuring the best solution specific to MSC needs and asset management maturity.

Key facts

  • Muswellbrook is situated in the Upper Hunter Region of NSW, approximately 243 kilometers North of Sydney. The economy is driven by coal mining, agriculture, and horse breeding.
  • Muswellbrook Shire Council manages a diverse range of assets, including 700km of roads, and serves a community of 16,500 residents.

Outcomes

MSC asset owners and other stakeholders completed the assessment within a day, under the guidance of NSWPW.

MSC’s responses enabled NSWPW to deliver a detailed report assessing the council’s current asset management maturity and offer recommendations for improvements. The report consists of maturity scoring, summaries and a comprehensive improvement plan.

The summary provides succinct information for senior staff, and the comprehensive and user-friendly improvement plan provides clear actions to map a path to higher maturity with guidance notes for each task. Each action aligns with the Integrated Planning & Reporting (IP&R) Guidelines and ISO 55000 Asset Management standards for Organisation, Leadership, Planning, Support, Operation, Performance Evaluation and Improvement sections.

Using the ISO standards as a basis for assessment contributes to improved asset performance and cost efficiency, improved risk management, alignment with strategic goals, gaining confidence and support from key stakeholders, meeting community expectations, and enhanced decision making.

NSWPW continues to support MSC to strengthen its asset management system and ensure long-term sustainability for its critical infrastructure whilst aligning with strategic asset management goals.
