Background

The NSW Government is delivering Special Activation Precincts in Moree, Parkes, Wagga Wagga and the Snowy Mountains to attract investment, boost business opportunities and support sustainable regional growth.

The precincts are master-planned, development-ready business hubs designed to build on each region’s competitive strengths.

Our role

NSW Public Works is partnering with Regional Growth NSW Development Corporation to support the delivery of enabling infrastructure across the four Special Activation Precincts (precincts).

Our team is drawing on its project management, procurement and technical expertise to help progress infrastructure that will support future investment and development.

Working across multiple regional locations, we are providing the technical and delivery capability required for a complex, multi-precinct program. Our regional presence and specialist infrastructure experience help align government and private sector priorities and support long-term economic opportunities.

This work positions NSW Public Works as a strategic delivery partner, helping unlock regional investment, strengthen local industries and create development-ready business hubs across NSW.

Precincts

Snowy Mountains

The Snowy Mountains precinct is planned to support a year-round tourism destination and provide opportunities for a diverse mix of housing for residents.

NSW Public Works is supporting enabling water and wastewater infrastructure for the precinct. This includes procurement and project management services for the design and construction of a new water treatment plant, expansion of the existing sewage treatment plant, and priority water and sewer network upgrades. Our water resources specialists are also supporting concept design and hydraulic modelling for Jindabyne’s water and sewer network.

Wagga Wagga

The Wagga Wagga precinct is planned as a sustainable hub for high-value production and manufacturing, supporting businesses across the Riverina and helping connect regional industries to national and international markets. Planning and design for future stages of the precinct are underway.

Parkes

Located at the junction of the Inland Rail and Trans-Australian Railway, the Parkes precinct is focused on freight and logistics, manufacturing, recycling and resource recovery.

NSW Public Works is providing project management services for enabling infrastructure and Stage 1A development works. These works include road, electrical, gas, communications, water and sewer infrastructure required to support future development within the precinct.

Moree

The Moree precinct is located on the Inland Rail corridor in north-west NSW and is intended to build on the region’s agricultural strengths while supporting diversification and new technologies.

NSW Public Works is providing project management services for the Stage 1 Infrastructure Works, including the management of design and construction activities. The planned infrastructure includes roads, drainage, electricity, communications, sewer and water services. Our geotechnical team has also undertaken investigations to inform the design of project elements.

Outcomes

The Special Activation Precincts are expected to support investment, business growth and sustainable economic development across regional NSW.

Each precinct is designed to build on local strengths and create opportunities for industries important to the future of regional communities. Wagga Wagga, Parkes and Moree will support sectors including freight and logistics, advanced manufacturing, agribusiness, renewable energy and recycling. The Snowy Mountains precinct will support tourism and housing opportunities.

By supporting the delivery of enabling infrastructure, NSW Public Works is helping create development-ready precincts that can attract private investment, strengthen local economies and contribute to sustainable regional growth.
