Background
Stage 2a enabling works will lay the foundation for Bradfield City Centre’s development into a vibrant, 24-hour, 7-day hub of culture, creativity, and innovation within a parkland setting.
The works span 38 hectares of land and include the delivery of new master planned roads, streetscapes, civil works and public utilities. These works will unlock land for development and support the city’s long-term growth.

Our role
NSW Public Works is engaged as the Principal Authorised Person for the project, providing end-to-end project management and strategic advisory services.
We are responsible for:
- Overseeing delivery to ensure the project meets scope, program, budget, and quality expectations.
- Design finalisation and leading monthly design coordination meetings.
- Preparing procurement strategies and GC21 contract documentation.
- Managing all stages of the tender process.
- The contract included the use of local contractors and consultants, providing economic and industry opportunities for the growing region.
- We worked closely with the client to develop a solution for the provision of staged Occupation Certificates.
The project is expected to be completed by Q4 2025.
Upon completion, stage 2a will deliver:
- 38 hectares of serviced land ready for development.
- Roads, drainage, potable and recycled water, wastewater and utility infrastructure.
- Electrical and fibre networks to support smart city technologies.
- Water reuse gardens for sustainable stormwater management.
- 8 kilometres of active transport paths for walking and cycling.
- 4 kilometres of road lanes built with recycled asphalt with waste products like plastic bags, glass, tyres, and road sweepings diverted from landfill.
Sustainable principles are embedded into the works, with the recycled road base mixed with a component to make topsoil. Chopped trees were mulched to be used for future gardens.
The completion of these works will facilitate the delivery of the first phase of Bradfield City Centre, laying the groundwork for Australia’s newest city and a global hub for innovation, jobs and advanced industry.
