Background
NSW Public Works (NSWPW) received funding through the Choose Circular program an initiative by DCCEEW, to embed circular economy principles into water treatment infrastructure design and construction.
The project involves revisiting the concept planning phase for three water treatment plants in NSW to identify opportunities for uptake of recycled materials, assessing market readiness across NSW, and developing a practical design guide to support future infrastructure delivery.

Our role
NSWPW is delivering the project in partnership with a specialist consultant and internal water engineering teams. Our role includes managing the procurement process, coordinating a co-design approach with engineers, and overseeing the development of a Circular Design Guide for water treatment infrastructure.
We are conducting a best-practice assessment of circularity, identifying recycled material alternatives, and testing market readiness across NSW. The project also involves engagement with local councils and industry stakeholders to ensure the guide reflects regional needs and practical considerations.
The project is being delivered under a design and construct (D&C) model, with NSWPW acting as the strategic delivery partner for Snowy Monaro, Lachlan Shire and Bogan Shire Councils.
Outcomes
The project is expected to be completed by December 2025. It will deliver a Circular Design Guide for Water Treatment Design and Construction in NSW, shaped by a parallel design process at three regional sites.
The guide will include practical recommendations, alternate materials and products, and region-specific considerations. These findings will support more sustainable infrastructure delivery and inform future design, procurement and construction practices across NSWPW.
The project also aims to build internal capability and improve lifecycle outcomes by identifying opportunities to increase the use of recycled materials. While wastewater systems are out of scope, several findings may apply to future upgrades. Engagement with councils and industry will help ensure learnings are shared across local government and service providers.
