Background
In 2023/24, NSW Public Works (NSWPW) completed four Conservation Management Plans (CMPs) for heritage sites in active use by Department of Communities and Justice (DCJ).

- Windsor Court House
CMPs are documents that help conserve and manage the heritage values of buildings, landscapes and movable heritage. They include specific policies for asset management, use and maintenance, and advise on how to balance the needs of users and the protection of significance.
Our role
NSWPW prepared new CMPs for two sites in Broken Hill: the Correctional Centre and Court House. We also updated the existing CMPs for Goulburn and Windsor Court Houses.
Our role involved:
- conducting site inspections and archival research
- assessing the heritage significance and condition of the sites
- identifying the opportunities and constraints for future use and development
- consulting with stakeholders and obtaining feedback
- developing conservation policies and strategies
- preparing detailed reports and recommendations.

Outcomes
The CMPs delivered by NSWPW adopt the principle that re-use of assets is a positive approach for environmental and economic sustainability, and heritage conservation has known benefits for social sustainability, inclusion, local economies and skills, and preserving a ‘sense of place’.
The CMPs provide guidance on how to improve the energy performance of the historic buildings without compromising their significance, using a holistic approach that considers the existing configuration, limitations and capabilities of the sites. For example, the CMPs suggest how to position rooftop solar arrays without affecting the views or roofscape character, and how to re-use old rainwater tanks for rainwater harvesting.
The CMPs also provide a management framework for conserving and managing the heritage values of the sites, including the buildings, landscapes and movable heritage.
NSWPW has helped DCJ to comply with the relevant legislation and standards, and to plan for the future use and maintenance of the sites.
