Background

The Rural Hospital Staff Accommodation (RHSA) Program is a $30 million, multi-year program to deliver quality accommodation for medical professionals at regional hospital sites across New South Wales.

In collaboration with various local health districts, NSW Public Works (NSWPW) is assisting to deliver high quality dwellings across 12 regional hospital sites in the Hunter New England Region and eight sites in the Riverina Western Region.

The program, which aims to attract and retain visiting medical professionals, is being funded by the Department of Regional New South Wales (DRNSW) through the Regional Housing Package, a $35 million program to boost construction and provide much needed housing in regional areas.

Our role

NSWPW are collaborating with Hunter New England Local Health District and Western NSW Local Health District to develop, manage and deliver the RHSA program.

NSWPW are providing program management and contract management services.

To date, a key factor in the program’s success has been the collaborative project environment.

The housing is a mix of insitu and modular homes, based on the local requirements.

With the design, delivery and installation of the accommodation requiring excellent collaboration between stakeholders, NSWPW and NSW Health have worked exceptionally well in their partnership, as well as with suppliers and contractors.

Key project facts

  • Multi-year program delivering high quality dwellings across 20 sites.
  • Hunter New England region: 44 housing units have been delivered, as of August 2023. With a steel frame construction, each modular home weighs 19t.
  • Riverina Western region: 23 housing units have been delivered, as of August 2025.

Outcomes

In the Hunter New England region, a total of 44 housing units were delivered: 22 across seven sites in the program’s first year and 22 across five sites in the second year. As of August 2023, HNE’s delivery is complete.

In the Riverina Western region, 23 housing units have been delivered across eight sites, as of August 2025.

The success of this program has resulted in the planning of additional housing in Cowra and Dubbo over the next few years.

It is anticipated that the self-contained units, which are designed to be comfortable, private, and secure, will attract and retain visiting medical professionals.
