Background

In 2023, NSW Public Works (NSWPW) were engaged to investigate the feasibility of upgrading lighting at 128 TAFE campuses across the state.

The proposed program, which would involve converting existing light fittings to more energy efficient LED fittings, would potentially result in substantial cost savings; however, it would require external funding to progress.

To develop a business case in support of their application to Treasury for funding, TAFE NSW required an accurate estimate of the program’s cost and payback period.

Our role

Based on the availability of asset data and site plans, NSWPW recommended a desktop audit be undertaken. This strategy was determined to be the most economical option for initial data collation. If the program were to progress, final data could be collated during the installation process.

During the desktop audit, NSWPW calculated the energy reductions, per fitting and per room, based on a nominal wattage for an equivalent LED fitting.

Considering the current operating costs, proposed program costs, and anticipated cost reductions for energy and maintenance, NSWPW determined the return on investment and published a comprehensive report on the investigation’s findings.

Outcomes

In support of the proposed program, data analysis revealed potential energy and maintenance cost savings across the entire portfolio. This was due to the reduction in energy consumption, the extension of the maintenance frequency, and the reduction in component cost and labour required to repair and replace tubes.

The investigation also identified potential to significantly reduce carbon emissions created by each site and the supply chain.

As a result of the investigation, TAFE NSW were able to develop a business case in support of their application for Treasury funding.
