Riverina Western Ward Oval Early Learning Centre and Multipurpose Hall
Background
Cobar Shire Council (CSC) held community consultation sessions that led to the development of the Ward Oval precinct. This state-of-the-art project includes an 88-place early learning centre and multipurpose hall, designed to bring the community together.
NSW Public Works (NSWPW) were engaged by CSC to manage these initiatives, which aimed to revitalise Ward Oval into an advanced community hub.
The project included the demolition of existing grandstand, replacing it with 995m² building that includes a kitchen/canteen, amenities and change rooms, a dining room, a stage and a hall that can be partitioned into separate rooms.
Our role
NSWPW provided project management services during the design and construction phases to assist Council in managing early works, compiling contract documents, tendering and contract administration of the construction packages.
This included:
- Collaborating with Council to select construction contractors from the Procurement NSW pre-registered list, adding any client preferred contractors
- Overseeing design management, including concept, schematic, detailed design and cost planning
- Assisting Council with Development Application submissions
- Monitoring construction by conducting site safety and environmental audits
- Providing technical reviews and advice
- Managing the post completion period for 12 months following the project’s completion.

Outcomes
The contemporary designs of both the Early Learning Centre and Multipurpose Hall facilities were much needed for the Cobar community to gather and hold social and sporting events.
Construction began in February 2023, with procurement strategies developed and implemented by NSWPW to support local trades, suppliers, businesses, Aboriginal participation and women in construction. These strategies also offered local participation to upskill a wide range of workers.
The precinct was completed in August 2024, resulting in a revitalised area that will serve the Cobar community for years to come, creating opportunities for connection and providing much-needed childcare facilities.
